Seminar in Kyiv

On November 1-3, 2018 RDPA jointly with Ministry of Regional Development, Construction and Housing and Communal Services (MinRegion) organized a three-day seminar “Theory and Practice of the regional development strategy devising and plan for its implementation” for the representatives of regional authorities, agencies of regional development and LGDCs (Centers of Local Governance Development) from all regions.

According to the Cabinet of Ministers of Ukraine Resolution from 11.11.2015 № 932 “On approval of the Procedure for the regional development strategies devising and plans of action for their implementation as well as control and evaluation of the results of their implementation” in 2018-2019 state administrations have to ensure that regional development strategies by 2027 and plans for their implementation for the period of 2021-2024 are devised. While drafting these documents, it’s important for developers to remember a number of changes in the policy framework, which approves: a methodology of strategic planning (taking into account primarily smart specialization approach); procedures of the State Regional Development Fund (SRDF) work, the effectiveness of the SRDF funds application will be directly related to the quality of regional strategic documents. For the detailed coverage of these issues the Group of Advisers on the implementation of the state regional policy in Ukraine, the “U-LEAD with Europe” program and the Directorate of Regional Development of MinRegion organized a seminar “Theory and Practice of the regional development strategy devising and plan for its implementation” in Kyiv for Mykolaiv, Odessa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Kherson, Khmelnytsk, Cherkasy, Chernivtsi and Chernihiv regions and Kyiv City State administration. The seminar training materials include the methodology of regional strategies development and plans for their implementation (developed in consultation with European experts and adapted to Ukrainian conditions), a clear list of steps to be followed while devising planning documents for the region’s development, the developed and approved in some Ukrainian regions examples of regional development strategies and plans for their implementation, etc. Three representatives from every region (a representative of a regional state administration, agency of regional development and a center of local governance development) were invited to participate in the seminar.
